Automated Vehicle Location System (AVLS) for Highway Maintenance Vehicles (CON0018558) - Closing date is April 24, 2017
The purpose of this Request-for-Proposal (RFP) is to select a Proponent to supply a real-time Automated Vehicle Location System (AVLS) to track highway maintenance vehicles and to produce automatically generated billing sheets for the work performed by the vehicles.
Alberta Transportation had out-sourced the road maintenance work since 1996 to private highway maintenance contractors (HMC). A very critical part of the maintenance work which is also open to public scrutiny is the snowplowing work. Over 660 snowplows may be deployed by the six private contractors who do work on the 32,000+ km of rural provincial highways. Another 45 snowplow trucks may be deployed by five different HMC working on the two urban ring roads in Edmonton and Calgary. All of these snowplow trucks have been equipped with AVLS hardware and the Department is currently using an Automated Billing System (ABS) for the approximately 660 trucks working on the rural highways.
The primary objectives of the AVLS are to give the HMC the capability to better manage their fleets in an efficient and productive manner, and also give the Department staff a tool to monitor and audit the HMC’s work safely. In addition, the ABS enhances the accuracy and reliability of the billing process; making the system transparent, fully supported by hard data and accountable. The HMC has also used the AVL data to resolve disputes, claims and complaints from the public. More recently, the snowplow trucks’ real-time tracking data was made available on 511 Alberta, the province’s traveller information service, making it another source of information for travel decisions in the winter.
